JEE Main 2027 Category Certificate: OBC-NCL and EWS Rules
Which certificate you need, how validity is judged, central list versus state list, what goes into the form and what changes when JoSAA begins.
Why the Category Entry Deserves Care
The category you pick on the JEE Main form decides your fee slab, your category rank and the reservation you are considered for in counselling. As of mid-October 2026, NTA has not opened JEE Main 2027 registration or published the Information Bulletin, so the exact certificate wording for 2027 is not yet official. This page uses the JEE (Main) 2026 Information Bulletin (Para 4.1 on reservations, Para 4.3 on state policy, Para 5.8 on admission documents) and NTA's 2026 FAQ 25, then adds the government criteria that the bulletin points to but does not reproduce, clearly labelled.
Two stages are easy to confuse. At the JEE Main stage you declare the category and, in the 2026 cycle, entered certificate details rather than uploading the certificate; at the counselling stage (JoSAA and state counselling) the certificate itself is checked against stricter, dated rules. A candidate who treats them as the same step can get the form right and still lose the benefit months later.
Certificate Basics by Category
| Category | Certificate | Validity pattern |
|---|---|---|
| OBC-NCL | Non-creamy layer certificate from the competent authority (usually tehsildar, SDM or equivalent); caste must be in the Central List | No form-stage date rule in the 2026 bulletin; issuing states usually fix validity to a financial year; JoSAA asks for a current-year certificate |
| EWS | Income and asset certificate in the prescribed format (bulletin cites MoSJE OM 20013/01/2018-BC-II, 17 Jan 2019) | One financial year under the DoPT OM of 31 Jan 2019, as widely summarised; JoSAA asks for a current-year certificate |
| SC / ST | Caste or tribe certificate from the competent authority, per the central list of the state | Not renewed annually |
| General | None | Not applicable |
The reservation percentages in the 2026 bulletin are 10% for GEN-EWS, 27% for OBC-NCL, 15% for SC, 7.5% for ST and 5% for PwBD within each of the General, GEN-EWS, OBC-NCL, SC and ST categories. The income and asset criteria are set by the Government of India, not NTA; see the section below. SC and ST candidates are covered in our JoSAA category certificate guide.
Validity and Financial-Year Rules: What the Bulletin Says and Does Not Say
A financial year runs from 1 April to 31 March. A certificate issued on 10 May 2026 belongs to 2026-27; one issued on 20 March 2026 belongs to 2025-26 and would be treated as old once April begins. That is why timing your application for the certificate matters.
We read the JEE (Main) 2026 Information Bulletin and FAQs in full. They contain no rule that a certificate must be issued on or after a particular date to be entered on the JEE Main form; a claim of that kind on some sites (for example, that the brochure required certificates issued on or after 1 April 2025) is not in the bulletin text. What the bulletin does say is that the form collects the certificate number, date of issue and issuing authority (FAQ 25), and that Gen-EWS, SC, ST, OBC and PwD/PwBD candidates must produce original certificates in the prescribed format from the competent authority at seat allocation, failing which they will not be considered. For the 2027 form, wait for the bulletin wording; entering a certificate from the current financial year is the safest course.
Government guidance is where the financial-year rule lives. As widely summarised from the DoPT OM No. 36039/1/2019-Estt.(Res.) of 31 January 2019, an EWS certificate rests on the family's gross income for the financial year prior to the year of application, and is valid for one financial year. State governments issue OBC-NCL certificates in their own formats and usually also tie them to a financial year. We could not open the OM itself, so confirm with your issuing authority.
For counselling, JoSAA has asked for OBC-NCL and EWS certificates from the current financial year. We did not re-verify the exact JoSAA wording for 2027. JoSAA 2027 will run in June and July 2027, which falls in financial year 2027-28, so a certificate issued before 1 April 2027 may not be accepted at that stage. That is an inference; the pattern points to getting a fresh certificate around April to May 2027, and our JoSAA category certificate page shows how that last stage worked. Always check the JoSAA information bulletin for the current year.

Central List vs State List for OBC
India keeps two OBC lists: the Central List, maintained for central government institutions and jobs, and separate state lists for state institutions. A community can be on one and not the other, or can be listed under a different name or in a different position.
The 2026 bulletin states this directly in Para 4.1: OBCs should be listed in the current updated central list (ncbc.ac.in); OBCs present in the State list but not in the central list are not eligible to claim the reservation; the OBC-NCL criteria are as per the Government of India notification; and creamy-layer candidates are treated as General (unreserved) and are eligible only for OPEN seats. Para 4.3 adds that for NITs, IIITs and CFTIs the benefit goes only to classes, castes and tribes in the respective central list published by the Government of India, and for institutes run or aided by state governments the state's own reservation policy applies. The JEE Main rank list and the JoSAA seat matrix for IITs, NITs, IIITs and GFTIs follow the Central List for the OBC-NCL quota. State counselling for engineering seats in your own state follows that state's list and rules. So the same student can be OBC-NCL for state seats and effectively General for central seats. The right sequence is to look up your community in the Central List first, then fill the form category accordingly, and read the state counselling norms later.
Also, the certificate should name the caste as it appears in the list, mention non-creamy layer status and be issued by the authority your state designates. Certificates for central purposes are sometimes issued in a slightly different format from those for state jobs, so ask the issuing office for the central format.
What to Enter in the JEE Main Form
NTA's 2026 FAQ 25 says the category certificate is not uploaded in the online form. Instead you enter three things: the certificate number, the date of issue and the issuing authority. If the certificate has been applied for but not received, you enter the acknowledgement or receipt number, the date of application and the issuing authority, and produce the certificate at document verification during admission. If the 2027 form works the same way, copy all three details exactly from the certificate in front of you; typos here can create mismatches that surface later.
Choose the category that matches your certificate. EWS candidates choose EWS, not General. OBC-NCL candidates choose OBC-NCL only when the caste is in the Central List and the NCL certificate is valid. If you choose General now and later need to change, the 2026 correction window allowed category edits, with a possible fee difference, but that facility is one-time. Details are on the correction window page. For the sequence of entries, see our step-by-step form guide.
PwD candidates have a separate sub-category and different documents, covered on the PwD and scribe registration page.
How It Affects JoSAA Later
Your category on the JEE Main form determines whether you get a category rank alongside the common rank list. In JoSAA, reserved seats are allotted using that category and verified against certificates at reporting. If the certificate fails verification, the reserved allotment can be cancelled or converted according to the counselling rules, so a mismatch is not a paperwork annoyance, it is a seat risk.
Three things follow from this. First, do not claim a category on the strength of a certificate you intend to arrange later without knowing you will qualify. Second, plan to hold two sets: the certificate used for the form and a fresh one for counselling. Third, if you are a repeater, an old certificate from last year will almost certainly not do; see the note for droppers and repeaters. A residence mismatch between your certificate state and your eligibility state is discussed on the state code page.
Action Checklist
- Check whether your community is in the Central List of OBCs, using the official listing, before you claim OBC-NCL.
- Apply to the tehsildar or SDM office, or the state e-district portal, for a fresh NCL or EWS certificate if yours is from an earlier financial year.
- Check the certificate for spelling of your name and your father's name, the caste entry, issue date and the NCL or EWS wording.
- Note the certificate number, issue date and issuing authority for the form, and keep a clear scan.
- Calendar a reminder for April 2027 to apply for the counselling-stage certificate.
- Never use a certificate issued in another person's name or one with overwriting.

EWS and OBC-NCL Criteria From Government Guidance
The 2026 bulletin sends you to the government rules rather than quoting them, so the figures below are not from NTA. They are the criteria as widely summarised from the DoPT and MoSJE orders, and we could not open the original orders. Treat them as orientation and let your issuing authority apply the exact test.
| Test | EWS (General category) | OBC-NCL |
|---|---|---|
| Bulletin reference | MoSJE OM 20013/01/2018-BC-II dated 17 Jan 2019; prevailing norms | Central list on ncbc.ac.in; criteria per Government of India notification |
| Income | Gross annual family income below Rs 8 lakh, from all sources, for the financial year before the application year | Creamy-layer ceiling of Rs 8 lakh gross annual income; assessed over three consecutive years; salary and agricultural income are treated separately |
| Assets | Excluded if the family owns 5 acres or more of agricultural land, a residential flat of 1,000 sq ft or more, a residential plot of 100 sq yd or more in a notified municipality, or 200 sq yd or more elsewhere | No EWS-style asset test; creamy-layer status depends on parents' position and income |
| Who counts as family | Applicant, parents, siblings below 18, spouse and children below 18 | Parents' status decides |
| Covered by other quotas? | Not if you belong to SC, ST or OBC-NCL reservation | Only central-list castes count for central seats |
| Issuing authority | Competent authority named by the state or UT, often tehsildar or above | Competent authority named by the state, usually tehsildar, SDM or equivalent |
The figures in the OBC-NCL column are our summary of the creamy-layer rules and are the least certain cell in this table; confirm them on the DoPT site or with your issuing office. Our JoSAA category certificate guide covers how the certificate is checked at the counselling stage.
How the Category Affects Your Fee and Your Seats
Your category sets your fee slab on the form. In the 2026 bulletin, for one paper at a centre in India, General male candidates paid Rs 1,000, General-EWS and OBC-NCL male candidates Rs 900, women in General, EWS or OBC-NCL Rs 800, and SC, ST, PwD and PwBD candidates Rs 500. Fees for centres outside India and for multiple papers are higher; see the registration fee page. If you choose General by mistake you may overpay; if you choose a reserved category without a valid certificate you risk losing the seat.
On the seat side, the bulletin reserves 10% of seats in every course for GEN-EWS, 27% for OBC-NCL, 15% for SC, 7.5% for ST and 5% for PwBD in each of the General, GEN-EWS, OBC-NCL, SC and ST categories. The category rank that follows from your form entry is what JoSAA and CSAB use, and the certificate is verified later. A creamy-layer OBC candidate, or one whose caste is only in a state list, competes in the OPEN category for central seats.
| Your situation | Category to select | Why |
|---|---|---|
| OBC-NCL certificate, caste in Central List | OBC-NCL | Matches the bulletin's conditions |
| OBC certificate, caste only on state list | General (or EWS if you qualify) | State-list-only OBCs are not eligible for central seats |
| Family above creamy-layer limits | General (or EWS if you qualify) | Creamy-layer candidates are treated as General |
| General category, family within EWS limits, certificate in hand | General-EWS | 10% of seats are reserved; follow the MoSJE OM criteria |
| Certificate applied for but not issued | The category you will prove, with acknowledgement details | FAQ 25 allows acknowledgement or receipt number; the certificate must be produced at verification |
| Unsure | General until you have proof | A category you cannot prove can cost you the seat |
The bulletin allows corrections in only certain fields through a one-time correction window, and news reports of the 2026 notices listed category as editable, with any fee difference to be paid; see the correction window page. Deadlines are on the registration last date page, and the photo steps are on the photo and signature page, and the bulletin overview is on the Information Bulletin page. Candidates registering from abroad should also read the NRI and foreign candidates page, and the exam dates page helps you time your certificate application.
