How Round 2 Differs From Round 1
Round 2 draws from a fundamentally different, smaller candidate pool than Round 1. Only candidates who selected Upgrade after Round 1, plus candidates who were not allotted any seat in Round 1 but remain registered, participate in Round 2 — everyone who froze their Round 1 seat has exited the active allotment process entirely. This narrower pool, combined with the seats freed up by Round 1 candidates who upgraded out of their initial allotment, is what creates fresh movement in Round 2 closing ranks. In practice, this means Round 2 cutoffs for a given college-branch combination can shift meaningfully compared to Round 1, sometimes tightening as competitive Upgrade candidates chase better options, and sometimes relaxing where Round 1 candidates who accepted lower-preference seats free them up entirely.
For candidates who chose Upgrade, an important protection built into the system is that Round 2 can only match you to the same seat you already hold or something higher on your preference list — it cannot downgrade you below your Round 1 allotment. This is precisely why choosing Upgrade over Freeze in Round 1 carries very little downside for anyone who has genuine higher preferences still unfulfilled: worst case, you retain your Round 1 seat; best case, you move up your own preference list into something you wanted more.

About the Mop-Up Round
The Mop-Up round (sometimes called a special round) was conducted after Round 2 to fill any remaining vacant seats, with its allotment result declared July 28, 2026, marking the conclusion of WBJEE 2026 centralized counselling. It was open to candidates who were not allotted in either Round 1 or Round 2 and to candidates who withdrew. Unlike Round 1 and Round 2, which allot seats based on your pre-filled and locked preference list from earlier in the cycle, the Mop-Up round often works differently — sometimes requiring a fresh round of choice filling limited specifically to the vacant seats still available at that stage, since many higher-demand college-branch combinations had already been exhausted by this point.
For candidates who went through the Mop-Up round, the realistic set of options looked noticeably different from Rounds 1 and 2 — Computer Science and other high-demand branches at well-known institutes were unlikely to still be vacant, while core branches and less widely recognized private colleges were more likely to have open seats. This isn't a sign that something went wrong with your counselling; it's simply the natural end-stage of a multi-round process where the most competitive seats fill earliest. If Round 2 Doesn't Improve Your Outcome
It's common, and not a sign of anything wrong with your application, for a candidate to receive the exact same allotment in Round 2 as they had in Round 1. This simply means no seat higher on your preference list opened up during the round — either because those choices remained fully subscribed by candidates with better ranks, or because you had already reached the best option realistically available to you within your preference list. If this happens and you're satisfied with your current allotment, proceeding with document verification and reporting is the sensible next step rather than waiting on a Mop-Up round that's unlikely to offer something better than what you already hold.
