This has direct strategic implications: a UP-domicile student should generally feel confident filling an ambitious choice list toward government colleges, while an out-of-state candidate needs to calibrate expectations more conservatively given the far smaller Other State seat allocation.

If you're an out-of-state candidate specifically targeting UPTAC colleges, it's worth researching historical Other State closing ranks separately from Home State figures, since the two categories can differ substantially — a rank that would comfortably secure a government college seat under Home State quota may not be competitive at all under the Other State quota for the same institute and branch.
