Can I Do JoSAA and State Counselling at the Same Time?

Yes — it is legally allowed. But parallel participation carries financial risk. Here is the smart strategy to minimise fee loss.

The Answer: Yes, With Caveats

You can legally register and participate in JoSAA and any state counselling simultaneously. JoSAA has no explicit rule barring this. The practical challenge is managing deadlines, fee payments, and avoiding double payment for seats you will ultimately not use.

Thousands of JEE aspirants register in multiple counselling processes as insurance — a perfectly rational approach. If your JoSAA allotment is good, you abandon state counselling (possibly losing a smaller fee). If JoSAA doesn't give you a satisfying seat, you have the state counselling as backup. The key is managing the timing of fee payments to minimise financial risk.

The critical rule: never physically report to two institutes simultaneously. Physical reporting to a JoSAA institute is the final act of enrollment in that institution. After that point, maintaining a state counselling seat becomes both impractical and ethically questionable.

Phase-wise Strategy for Parallel Counselling

Before JoSAA Registration

Low Risk

Register in both JoSAA and relevant state counselling(s) simultaneously. There is no conflict at registration stage.

Tip: Pay both registration fees — they are typically small (₹500–₹2,000) and non-refundable regardless. Don't skip this step.

During JoSAA Choice Filling

Low Risk

Fill choices in JoSAA carefully. Simultaneously, register/fill choices in state counselling. Both can be done in the same period.

Tip: Keep track of deadlines for both — they may overlap. Set calendar reminders for each.

After JoSAA Round 1–3 Allotment

Medium Risk

If JoSAA gives you a good allotment, pay JoSAA acceptance fee and choose Float. Delay paying state counselling acceptance fee if possible.

Tip: Only pay JoSAA fee first — state fee payment can usually wait a few more days. Verify state deadline carefully.

After JoSAA Round 4–5 (Final Rounds)

Medium–High Risk

By Round 5 (the final round), you have a clearer picture of your JoSAA seat. If satisfied, Freeze and skip state counselling fee. If not, consider paying state fee as insurance.

Tip: Avoid paying both simultaneously if possible — if you end up with both, you'll lose one fee. Read both counsellings' refund policies.

Physical Reporting Stage

High Risk

Choose ONE institute to physically report to. Do not report to both — you cannot be enrolled in two degree programmes simultaneously.

Tip: Once you physically report to a JoSAA institute, your state counselling seat cannot be held. Withdraw from state counselling promptly to release the seat for other candidates.

State Counsellings That Conflict with JoSAA

Maharashtra (MHT-CET)

Runs parallel with JoSAA. If you get NIT, MHT-CET fee is usually lost. MHT-CET does not refund if you joined elsewhere.

Karnataka (KCET)

Document verification is physical and must be done in Bangalore — conflicts with travelling to NIT/IIT for reporting.

AP/Telangana (EAMCET)

Rounds run after JoSAA in many years. Good strategy: wait for JoSAA outcome before paying EAMCET seat fees.

Tamil Nadu (TNEA)

Single-window allotment with strict deadlines. TNEA fee is partially refundable if you cancel before a deadline — check policy.

Rajasthan (REAP)

Lower-tier state colleges. Most students who get JoSAA allotment naturally abandon REAP — fees are small.

The Golden Rules for Parallel Counselling

  • Register in all relevant counsellings early. Missing registration deadlines eliminates your options.
  • Delay fee payment in state counselling as long as possible. Don't pay until you know whether your JoSAA outcome is satisfactory.
  • Read each counselling's refund and withdrawal policy before paying any fee. Policies differ widely by state.
  • Never physically report to a JoSAA institute while holding a state counselling seat without first understanding both institutes' withdrawal rules.
  • Release seats you don't want promptly. Holding seats in multiple counsellings blocks seats for other candidates and can lead to penalisation in future admissions.

Frequently Asked Questions

Common questions about participating in JoSAA and state counselling simultaneously

1
Is it legal to register in JoSAA and state counselling at the same time?
Yes — there is no law or JoSAA rule that prevents you from registering in multiple counselling processes simultaneously. JoSAA does not ask you to declare that you are not participating in other counsellings. The decision of which seat to accept ultimately lies with you. However, financial penalties (forfeiting fees) apply if you accept and then abandon a seat.
2
What happens if I get allotted seats in both JoSAA and state counselling?
If you receive allotments in both, you must choose one and withdraw from the other. If you have paid fees in both and then withdraw, you will forfeit those fees. JoSAA seat acceptance fees are ₹35,000 for General/OBC — this is non-refundable upon withdrawal. The state counselling's fee forfeiture depends on that state's policy. This is why smart strategy is to delay paying state counselling fees as long as possible.
3
Should I pay state counselling fees while JoSAA rounds are ongoing?
Ideally, no — wait to see your final JoSAA outcome before paying state counselling fees. Most state counsellings (like MHT-CET, KCET, AP EAPCET) have their own fee payment windows, and many run their rounds in parallel with or slightly after JoSAA. If possible, delay state fee payment until after JoSAA's final round (Round 5 in 2026), when you know whether you're getting a good JoSAA seat.
4
Which state counsellings conflict most with JoSAA scheduling?
Maharashtra (MHT-CET), Karnataka (KCET), Andhra Pradesh (AP EAPCET), Telangana (TS EAMCET), and Tamil Nadu (TNEA) typically run overlapping with JoSAA. The conflict is usually in physical reporting timelines — if JoSAA requires physical reporting at one institute while the state counselling requires you to be present elsewhere, managing both becomes physically difficult.
5
Can I physically report to a JoSAA institute and then still participate in state counselling?
Physically reporting to a JoSAA-allotted institute effectively locks you in — the institute considers you enrolled. Withdrawing after physical reporting is complex and institute-dependent. Some institutes may still process withdrawal, but you must check with the specific institute. For state counselling, most states require you to declare you are not enrolled elsewhere, which conflicts with having physically reported to a JoSAA institute.
