Home State Quota in JoSAA – How It Affects Your Chances

50% of NIT seats reserved for home state candidates — understand HS vs OS cutoffs and maximize your advantage

What is the Home State Quota?

Every National Institute of Technology (NIT) reserves 50% of its seats for Home State (HS) candidates — those whose state of eligibility matches the NIT's state. The remaining 50% is under Other State (OS) quota, open to candidates from all states including the home state.

This means if you are from Tamil Nadu (state of eligibility = Tamil Nadu) and applying to NIT Trichy (located in Tamil Nadu), you compete in the HS pool — a much smaller and less competitive group. Your closing rank (the weakest rank that gets in) will be a higher number than the OS closing rank, meaning it is easier to qualify.

Important clarification: IITs have NO home state quota. All IIT seats are allocated under the All India (AI) quota only. Most IIITs also use AI quota, though a few have state-specific arrangements.

How is State of Eligibility Determined?

Your state of eligibility is based on the state of your Class 12 board as recorded in your JEE Main registration:

  • If you studied under Tamil Nadu State Board → State of eligibility: Tamil Nadu
  • If you studied at a CBSE school in Telangana → State of eligibility: Telangana (state where school is located, not CBSE headquarters)
  • If you changed schools across states, the state of the school where you passed Class 12 is used
  • It is set once at JEE Main registration and cannot be changed later

If you are genuinely eligible in two states (e.g., passed Class 10 in one state and Class 12 in another), only one state is assigned in JEE Main — whichever you entered at registration. Always double-check your JEE Main scorecard.

What is home state quota in JoSAA?
Home State (HS) quota reserves 50% of NIT seats for candidates whose 'state of eligibility' matches the state where the NIT is located. For example, 50% of NIT Trichy seats are reserved for candidates whose state of eligibility is Tamil Nadu. The remaining 50% falls under Other State (OS) quota, open to all candidates regardless of state.

State of eligibility is determined based on the state of the Class 12 board (or equivalent) from which the candidate appeared in JEE Main. If you studied under Tamil Nadu State Board or a CBSE school in Tamil Nadu, your state of eligibility is Tamil Nadu. It is set at the time of JEE Main registration and cannot be changed.

Why is home state closing rank a higher number than other state?
A higher closing rank number means a weaker rank is still accepted. HS quota closing ranks are higher numbers because there is less competition among home state candidates for those reserved seats. OS quota closing ranks are lower numbers because all candidates across India compete for those 50% seats, making them harder to get. So HS cutoff (higher number) is easier to meet than OS cutoff (lower number).

Can I change my state of eligibility before JoSAA?
No. Your state of eligibility is fixed based on your JEE Main registration and the board you appeared under for Class 12. It cannot be changed for JoSAA counselling. If you are unsure about your state of eligibility, check your JEE Main admit card or scorecard — it is mentioned there.

What is the home state quota for Delhi candidates?
Delhi candidates (those whose Class 12 board is from Delhi — CBSE schools in Delhi, Delhi Board) have NIT Delhi as their home state NIT. Delhi candidates get home state advantage at NIT Delhi only, not at NIT Trichy or any other NIT outside Delhi. For all other NITs, Delhi candidates compete under Other State (OS) quota.
